" The Question 'WHO WINS?' wins the prize for the most relevant question to understand this policy. And the answer in my opinion is this - in Thailand you always need to follow the money. So who is winning - the police - because that is where the fines money is going - to the police.

And I think that the main reason that this has been implemented is that the military government and especially the Bangkok Metropolitan Government has cracked down on all vendors in public spaces all over Thailand - and just cleared the spaces. All of those people working in the informal economy on the street selling things were paying the police monthly fees. That cash flow is GONE. And so they have looked around for where they can recoup it.

So they've taken a law that has never been applied to private residences and rentals - and extended it to trap everyone in it. And just started hitting both the Thai landlords and foreigners up for fines. As the queues at immigration to pay for these fines testify - it is bringing in millions, and perhaps already billions of baht.

And so that is who is winning from this. And it is such a great CASH COW already that the head of the Police stated very clearly recently that despite the unhappiness and problems with this policy it is here to stay.

So they are winning - but at the expense of the greater Thai economy - because for every million they collect in fines they are losing millions and millions of baht in foreign income that is disappearing as the reputation of Thailand goes down the drain and people are leaving in droves".

No digo residencia, sino nacionalidad.
